Fuel Flow Blocked?

George of WiredGeorgeCarbs sent the 1979 A1 carbs back. I've been waiting as I want to run the 79 carbs on the 79 bike... OEM and all that.
Oh, you may not know I have a spare carb bank from eBay that George did too.

They arrived, very well packaged, with no damage.

This set, George performed a bench synchronization which looks good.

George observed the brass floats so left the height 'as-is' since he wasn't sure the stock setting of, IIRC, 27mm was still correct.

George's card.

Decided to perform a 'wet' fuel level check.
Built this beauty to measure fuel level.
It inserts into the OEM fitting.

Wasn't easy to hand drill and keep the hole 'centered'.

Found an o-ring so she won't leak fuel.

Ready for fuel!
Just one problem.. The bowls aren't filling.
None of the bowls have any fuel. Tried to blow air, using lungs not air compressor... Nope.
Something is either clogged or not allowing fuel to enter the carbs.

At first thought it might be at the fuel entry tap as this 0-ring looks a bit 'squashed'.
But I discounted that idea as a ty-wrap entered the Tee and traveled quit a ways left
and right before 'bottoming' out.

Removed #3 float bowl. Clearly, the float 'tang' is not contacting the needle valve.
But still, no flow, in fact a complete obstruction.
The spring loaded needle valve does have movement, it's not bound up.

Removed the needle, and instantly had a clear passage.
So it's definitely not the intake galley.. It's in the needle/seat assembly.
Perhpas it's not the correct part for this carb?

Everything looks good, the seat appears to be flush, and uh, 'seated' no pun intended.

Put it all back together. After this pic, re-installed the bowl.

Now there's a bit of flow by blowing into the fuel inlet Tee. But it's very restrictive. Clearly, something is incorrect.

Performed the same 'blow' test on the other carb set, and it's free flowing.. Exhaling into that carb set is the same as exhaling into the atmosphere.

Next step is to contact George.

As I think I said while in the La Cabana having some enchiladas,

send the carb back.  I can't imagine nor give any tips on how to
fix the problem so will have to be done in my shop.  Sorry for
the trouble. wg

Didn't want to pay for shipping again, with insurance and all it's like 120 USD.
Decided to look into it myself. After all, the carbs are 'already broken'..

Pulled a float bowl and measured the needle off the 'working' carb set. Slightly different from the 18.39 measured earlier.
Then again, it was not a precision measurement. Close enough to call it good.

Reference pic of the 'working' carb.

Here clearly is the problem. The needle is being held down, in the closed position, by an improperly installed retaining clip.

All 3 were bound up, locked down, closed.

Another view.

Easy enough mistake to make.

Last of the pics.

Corrected the problem, installed float bowls, all is good now.
